Temples in Nepal and Tibet have hundreds of these similar hand carved prayer wheels only in bigger form. They are turned clockwise and contain prayers inside the wheel to multiply the prayers with each turn. This is a simple, beautiful working replica of so many wheels we've seen on our travels.
